How can you access PrEP care?
Page last reviewed 8.1.2026
In public healthcare, PrEP care is offered in all wellbeing services counties. However, there is no single national practice for starting PrEP care in Finland. Most commonly, PrEP care is provided at public infectious diseases clinics or STI clinics. In some locations, care may also be arranged at health centres. In some areas, a doctor’s referral is required, while in others you can access a PrEP assessment without a referral by contacting the service yourself.
In public healthcare, PrEP care is free of charge for users. In private healthcare, the client pays for the care themselves.
How can you access free PrEP care?
If you are interested in starting PrEP care to prevent HIV infection, you should contact your own wellbeing services county directly and ask how to access a PrEP assessment in your area. You can find county-specific contact details further down this page.
Practices for accessing PrEP care vary between counties: some wellbeing services counties require a doctor’s referral for a PrEP assessment, while others do not. The most up-to-date information is always available directly from your own wellbeing services county.
If a referral is required in your area, you can request one, for example, from your local health center or occupational health services. A referral can be written by any doctor who has sufficient knowledge of PrEP. If you encounter challenges in getting a referral or accessing PrEP care, you can ask for advice from Hivpoint’s PrEP counselling service.

PrEP care through private healthcare
PrEP medication can also be prescribed by any private healthcare doctor who has sufficient knowledge of PrEP care and HIV. In private healthcare, the client pays for the prescribed PrEP medication, doctor’s visits, and laboratory tests themselves. PrEP care is free of charge only in public healthcare.
Accessing PrEP care through a private doctor may be an option, for example, if:
- you are not entitled to public healthcare in Finland
- you are already on a waiting list for a PrEP assessment in public healthcare, but you have an urgent need for PrEP during the waiting period
- you otherwise need PrEP urgently and are willing to pay for your care, for example before travelling abroad where unprotected sex is expected.
If you access PrEP care through a private doctor, the doctor will write you a digital prescription. When collecting the medication from a pharmacy, be prepared for a delivery time of a few days. Because people receiving PrEP through public healthcare usually collect their medication directly from hospital pharmacies, PrEP medicines are immediately available in only a few pharmacies. You can check availability and current prices of PrEP medication through the pharmacy medicine search, or on the University Pharmacy website (Yliopiston Apteekki) by entering the name of the product.
Prices of PrEP medicines in Finland, 30-tablet pack (updated August 2025):
- Emtricitabine/Tenofovir Disoproxil Stada 200/245 mg – 56.13 €
- Emtricitabine/Tenofovir Disoproxil Krka 200/245 mg – 56.16 €
- Emtricitabine/Tenofovir Disoproxil Mylan 200/245 mg – 72.59 €
- Emtricitabine/Tenofovir Disoproxil Accordpharma 200/245 mg – 79.27 €
All PrEP medicines sold in Finland have been assessed by Fimea as biologically equivalent, meaning they are equally effective. If your prescription has been written for a specific brand, a Finnish pharmacy can substitute it with a less expensive equivalent if you wish.
